Technical support to the Government of Vietnam on the development and drafting of Decree 15 on public-private partnership with ongoing assistance on implementation and improvement of the regulatory regime.
We’ve done so many compelling private and public sector infrastructure projects that it’s difficult to feature only one. In the region, Frontier has made a name for itself in assisting governments transition from general book knowledge and good intent on PPPs to the real challenge of designing and implementing a functional legal regime to support PPP projects. So far we’ve worked with the governments of Cambodia, Myanmar and Vietnam at various stages of their respective PPP regimes. Our ongoing work in Vietnam includes the development of PPP policies and guidelines, capacity building across Central and Provincial Governments, drafting of PPP related legislation (particularly Decree 15 on PPP), preparation of bidding documentation, creation of PPP contract templates and analysis and structuring of a public finance management scheme for Government support of PPP projects (e.g. viability gap funding). Most recently, the Frontier team is working at the Provincial Government level to develop a scaled down version of the PPP regime for small sized PPP projects.
