Advisory on the development, structuring, and financing of major infrastructure across Southeast Asia. We advise sponsors, project companies, developers, and financial institutions across the full project lifecycle — from early development through lender selection, due diligence, documentation, and financial close. Our experience spans power generation, aviation infrastructure, industrial facilities, and resources projects across multiple jurisdictions and financing structures.

Public-Private Partnership

Frontier has been at the forefront of PPP development in Southeast Asia — not as observers, but as practitioners who have helped shape the frameworks within which deals are done. We have drafted PPP enabling legislation in Vietnam and Cambodia, structured novel PPP models for transactions without direct precedent, and advised governments and private sponsors from both sides of the public-private divide.

Renewable Energy & Sustainable Development

As the energy transition reshapes infrastructure finance across Asia, Frontier advises on transactions where commercial viability and sustainability objectives must be achieved together. Our work includes renewable energy project finance, green financing structures, and the development of entirely new commercial and legal models for sustainability-linked transactions — including structures that have since been adopted by international development institutions as replicable blueprints.

Vietnam · Power

Advised on the financing of large-scale power generation projects in Vietnam — navigating multi-lender structures, multi-tranche documentation, government approvals, and the full suite of project agreements through to financial close. Engagements included EPC risk allocation, fuel supply arrangements, and management of government-side conditions precedent.

Vietnam · Cambodia · Legislation

Drafted PPP enabling legislation in Vietnam and Cambodia, working directly with government ministries and multilateral institutions. These frameworks have since underpinned significant private investment in the relevant jurisdictions and have been referenced by development institutions as models for the broader region.

Mekong Region · Philippines · PPP

Developed novel PPP and commercial models for sustainability-linked transactions across Vietnam, Cambodia, Laos, and the Philippines — including structures with no direct precedent in the relevant jurisdiction. Models were later implemented by USAID and other international development institutions as replicable blueprints for sustainable resource management.

Philippines · Conservation Finance

Designed the legal and commercial architecture for a landmark sustainable fisheries PPP — integrating port infrastructure investment, supply chain data traceability technology, and conservation outcomes into a commercially viable 30-year concession structure. The framework established a new model for conservation-linked PPP that international development institutions have continued to develop and deploy.

Co-developed and deployed a proven AI system for rapid project finance due diligence. Built from the inside out — by practitioners who had lived through the problem — the system demonstrably compressed transaction analysis timelines without sacrificing depth or accuracy. He brings clarity to complexity — and has built a firm that does the same.

Principal

Peter brings over 25 years of project finance and infrastructure experience across Southeast Asia, the Middle East, and Australia. A former partner at leading international law firms, he has advised sponsors, lenders, and governments on some of the region's most complex transactions — from power project financings through to sovereign-backed restructurings and aviation infrastructure. His combination of legal rigour and commercial judgment is rare.
