Tra has overall 10 years of experience in advising both investors and Government in Vietnam in PPP, legal reform and foreign investment.  She has broad experience in many infrastructure sectors, including power, transport, waste and wastewater treatment and social infrastructure.

Recent Experience and Key Projects Involved:

  • Asian Development Bank’s Mekong Business Initiatives project to prepare a toolkit (guideline and standard documents) for supporting the inclusion of SMEs in public services and assist pilot small-scale PPP projects using the toolkit within Danang City;
  • Asian Development Bank funded technical advisory support to the Ministry of Economy and Finance of Cambodia on PPP framework reform, procurement of PPP pilot projects and development of standard concession contract;
  • World Bank funded support to the PPP Unit under Ministry of Transport of Vietnam on capacity building and technical advisory support in PPP.  The assignment includes:
  • development of standardized bidding documentation with transport sector’s specific criteria;
  • development of guideline on PPP contract and contract templates (including templates for BOT, BLT, BOO and O&M contracts);
  • Advising syndicated Japanese lenders on the financing of a 1,200MW coal fired power project in Khanh Hoa Province, one of the largest greenfield independent coal fired power projects in Vietnam.  Estimated size:  $2+ billion;
  • Japan International Cooperation Agency funded study on international practices and Vietnam’s legal and institutional framework for structuring a viability gap funding mechanism for promotion of PPP projects in Vietnam;
  • UK Department for International Development funded technical advisory support to the Ministry of Planning and Investment of Vietnam.  The assignment includes:
  • finalization of Decree on PPP Investment (Decree 15) and related policy development;
  • finalization of the Decree on Investor Selection to implement the PPP provisions of the Law on Public Investment (Decree 30);
  • development of standardized PPP bidding documentation for use under Decree 15;
  • advising some provincial governments regarding pre-feasibility study on path-finding PPP projects in various sectors, including water supply, hospital, waste and wastewater management;
  • Asian Development Bank funded technical advisory support to the Ministry of Planning and Investment of Vietnam in the drafting of Decree 15;
  • World Bank / PPIAF and Japan International Cooperation Agency funded training of members of Vietnam’s Office of Government on the PPP fundamentals in the context of Vietnam’s emerging PPP legislation;
  • World Bank funded PPP viability study for the development of Ninh Binh – Thanh Hoa – Bai Vot expressway (220km) in Vietnam.  Estimated project size: $2.7 billion;
  • Asian Development Bank funded technical assistance to the Ministry of Planning and Investment of Vietnam for the drafting of a new Law on Public Procurement, focusing on correlating this new law to existing and developing PPP regulations in Vietnam as well as international best practices; and
  • Advising Agence Française de Développement in respect of the institutional structuring and sub-sovereign fund flows for the establishment of a project development facility (PDF) aimed to fund the establishment and preparatory activities of Vietnam’s pilot PPP program. Estimated PDF size:  $30+ million.
